looking to have a custom engagement ring made-relatively cheap-who should i contact?

i am looking to have a custom dolphin engagement ring made to my specifications and/or with 1 or more of the gems supplied by me at a relatively cheap price (now when i say relatively cheap i dont mean -cheap- what i mean is i am not rich and the ring itself will be small and have 2 small birthstones as well as 1 small gem that i wish to supply-and be made out of 14k-18k white gold–so im not talking about an extremely complex and expensive ring, but at the same time im not talking wal-mart $50 jewelry). can anyone suggest someone for me to contact that wouldnt be ridiculously expensive? if so i would VERY much appreciate it because i dont make a lot of money going to need to start saving for/planning for this ring and i need to get some quotes to figure out who i will have make it and roughly how much it is going to cost. thank you so much for the time you spent to read my jabbering-i just want to do something very special for the one that i love when i pop the question
